It plays an important role in prospering the market, expanding exports, absorbing employment, increasing farmers' income, and promoting the development of urbanization

in order to cope with the impact of the international financial crisis, implement the general requirements of the CPC Central Committee and the State Council on maintaining growth, expanding domestic demand and adjusting structure, ensure the stable development of the textile industry, accelerate structural adjustment and promote industrial upgrading, this plan is hereby formulated. As an action plan for the comprehensive response measures of the textile industry, we are still developing more new TPE products, and the planning period is 2009-2011

I. current situation and situation of the textile industry

since entering the 21st century, China's textile industry has developed rapidly, forming an industrial system that has been constantly improved from the processing of upstream fiber raw materials to the manufacturing of clothing, household and industrial end products. Production continued to grow rapidly, product exports increased significantly, structural adjustment made progress, and made outstanding contributions to employment and agricultural benefits. In 2007, the textile industry achieved an industrial added value of 812.6 billion yuan, accounting for 6.9% of the total industrial added value and 3.3% of the national GDP. About 30% of the products of the textile industry are sold to the international market, and the international market share ranks first in the world for more than ten consecutive years; In 2007, the total export volume of textiles and clothing was 175.6 billion US dollars, an increase of 2.3 times over 2000, with an average annual growth of 18.7%, accounting for 14.4% of the total national export volume and 30% of the international textile and clothing trade volume. The application scope of products has been expanded to many fields such as aviation, aerospace, water conservancy, agriculture, transportation, medical treatment and so on. More than 20million people are employed in the whole industry, of which 80% are migrant workers; Digesting nearly 10million tons of natural fibers of cotton, wool, hemp and silk provided by agriculture, benefiting 100million farmers. China has become a major textile and clothing producer in the world. However, in the process of rapid development of the textile industry, the contradictions and problems accumulated for a long time have become increasingly prominent. It is mainly manifested in: the ability of independent innovation is weak, the development of high-tech, functional fibers and composites lags behind, and high-performance textile machinery and equipment mainly rely on imports; The industrial layout is not reasonable. 80% of the textile industry capacity is concentrated in coastal areas, and nearly 50% of the export market is concentrated in the European Union, the United States and Japan, which has not yet formed a diversified pattern; The task of energy conservation and emission reduction is arduous. The energy consumption, water consumption and wastewater discharge of the textile industry account for 4.3%, 8.5% and 10% of the total industrial energy consumption, total water consumption and total wastewater discharge of the country respectively; Blind expansion of capacity scale, overcapacity in some industries. Since the second half of 2008, the international financial crisis has had a serious impact on China's textile industry, resulting in an imbalance between market supply and demand, difficulties in enterprise operation, increased losses, and a decline in the number of jobs absorbed. China's textile industry has fallen into a dilemma that has not been seen for many years

it should be noted that China's textile industry has strong adaptability, products have comparative advantages in the international market, domestic market demand has great potential, and the development of textile industry still has broad market space. Effective measures must be taken to stabilize domestic and foreign markets, improve the ability of independent innovation, eliminate backward production capacity, optimize industrial layout, speed up the construction of independent brands, promote the sustained and healthy operation of the textile industry, and contribute to the steady and rapid development of the economy. 2、 Guiding ideology, basic principles and objectives (I) guiding ideology

Give full play to the leading role of backbone enterprises in industrial adjustment and revitalization, support the merger and reorganization of advantageous enterprises, become bigger and stronger, actively help small and medium-sized enterprises cope with the crisis, and enhance the ability of small and medium-sized enterprises with good performance and development potential to resist risks

Grasp the key links and important fields that significantly drive the scientific and technological progress of the industry, accelerate the pace of technological research and development and industrialization, promote the technological transformation of cotton spinning, printing and dyeing, chemical fiber, knitting and other industries, and speed up the elimination of backward processes and production capacity

from 2009 to 2011, the production of the textile industry maintained a steady growth, the industrial structure was further optimized, the independent innovation ability, the level of technical equipment and the quality of varieties were significantly improved, the industrial layout became more reasonable, the construction of independent brands made greater breakthroughs, the backward production capacity gradually withdrew, and substantive steps were taken to transform from a large textile country to a powerful textile country

1. The total volume maintained stable growth. By 2011, enterprises above Designated Size have achieved industrial added value of 1.2 trillion yuan, with an average annual growth of 10%; The total export volume is 240billion US dollars, with an average annual growth of 8%

2. The industrial structure was significantly optimized. The excessive growth of fiber processing volume has been significantly controlled. The proportion of fiber consumption of clothing, household and industrial end products was adjusted to 49:32:19; The proportion of the output value of the textile industry in the central and western regions increased to about 20%. Cultivate about 100 independent well-known brand enterprises with strong influence, and increase the export proportion of independent brand products to 20%. 3. Scientific and technological support has been significantly improved. Significant progress has been made in the industrialization and application of high-tech products. The proportion of textile technology and equipment with international advanced level has been increased to about 50%, the output rate of new products has been continuously increased, and the labor productivity of the whole industry has increased by 10% annually

4. Remarkable achievements have been made in energy conservation and emission reduction. The whole industry has achieved an average annual reduction of 5% in energy consumption per unit of added value, 7% in water consumption and 7% in wastewater discharge

5. Substantial progress has been made in eliminating backward areas. By 2011, we will eliminate the printing and dyeing capacity with 7.5 billion meters high energy consumption, high water consumption and low technical level, eliminate the backward production capacity of 2.3 million tons of chemical fiber, and accelerate the elimination of backward production capacity of cotton and wool spinning

III. main tasks of industrial adjustment and revitalization

(I) stabilize domestic and foreign markets

1. Stabilize and develop export markets. On the premise of not violating WTO rules, we should implement flexible export tax policies, actively deal with trade frictions, and stabilize the international market share of textiles. Implement the export market diversification strategy, actively explore emerging markets and cultivate new growth points; Encourage strong textile enterprises to "go global" and invest in setting up factories in countries and regions with comparative advantages; Encourage enterprises to set up logistics centers and distribution centers in the main market; Make great efforts to build international famous brands, optimize the allocation of all links of sales, R & D and production worldwide, and improve the position of China's textile industry in the global value chain

2. Promote domestic textile and clothing consumption. Guide textile enterprises to vigorously develop new products to meet the needs of different consumers; Optimize and innovate business models, strengthen the construction of marketing networks, and reduce circulation links; Actively explore rural markets, increase sales to remote villages, and facilitate farmers' consumption

3. Expand the application of domestic industrial textiles. In combination with the implementation of policies and measures to expand domestic demand and promote economic growth, the application of industrial textiles in water conservancy, transportation, construction, new energy, agriculture, environmental protection, medical and other fields should be promoted through the improvement of relevant standards and specifications

(II) improve the ability of independent innovation

1. Promote the industrialization and application of high-tech fibers. Accelerate the industrialization of high-tech fibers and composites such as high-performance carbon fibers, aramid fibers, polyphenylene sulfide, ultra-high molecular weight polyethylene, basalt fibers, polyimide, and new polyester, and increase the total output from the current 70000 tons to 140000 tons. We should make full use of agricultural products, crop wastes, bamboo, fast-growing forests and other resources to realize the industrialization of degradable and renewable biomass fibers and comprehensive development and utilization, realize the industrialization of 10000 tons of cellulose fibers by solvent method, realize the industrialization of 1000 tons of polyols by biological method, and increase the proportion of biomass cellulose fibers from the current 6.3% to 8%

2. Accelerate the development and application of industrial textiles. Accelerate the development and industrialization of new products of industrial textiles to meet the needs of new fields such as water conservancy, transportation, construction, new energy, agriculture, environmental protection and medical treatment. We will focus on the development of multifunctional composite materials such as geogrids, geotextiles, waterproof rolls, etc. based on wide width and high-strength technology, and the domestic market share of high-end geotextile materials will be increased from 20% to 50%; Accelerate the application of advanced processes such as needling, spunlacing and spunbonded and high-performance fibers in the production of textile materials for environmental protection filtration, and increase the proportion of new materials from 20% to 50%; Support the development and application of lightweight textile materials for special decoration such as multifunctional canopy materials and membrane structure materials; Support the development of high-performance reinforced composites such as wind turbine blades, aviation and spacecraft prefabricated parts with high-performance fibers, with an annual output of 50million square meters; Develop agricultural textile materials such as water-saving irrigation, water storage materials and slow-release packaging materials; Accelerate the development and application of medical textile materials and products such as surgical clothes, isolation clothes, bionic organs, etc; Promote spunbonded, melt blown, Spunlaced and their composite nonwoven technology, and break through the Industrialization problems of "three anti" (anti microbial, anti blood, anti alcohol) surgical clothing, isolation clothing and other scientific and technological research projects. 3. Improve the level of textile equipment autonomy. By strengthening independent research and development and introducing and digesting international advanced technology, we will achieve major breakthroughs in new textile machinery technology with independent intellectual property rights, and accelerate the localization of textile machinery technology and equipment. The market share of domestic textile machinery has increased from 60% to 70%. First, improve the technical level of traditional textile key machines; Second, accelerate the development and industrialization of industrial textile machinery; Third, strengthen the R & D and application of energy-saving and emission reduction dyeing and finishing equipment and energy and resource recycling technologies such as high efficiency, continuity and short process; Fourth, take improving the reliability of special basic parts and supporting parts as the starting point, and increase the R & D and industrialization of special basic parts and supporting parts of textile machinery

4. Strengthen the construction of standardization system. Formulate industrial technical standards for carbon fiber and other high-performance fibers, ecological textiles, functional textiles and new complete sets of equipment as soon as possible; Formulate and improve the standards and application specifications of industrial textiles in the fields of aviation, aerospace, water conservancy, agriculture, transportation, construction, new energy, environmental protection and medical treatment; Revise and improve the standards for resource conservation and comprehensive utilization in the textile industry, and establish and improve the inspection and testing system for import and export products
