Detailed rules for the implementation of the frontier health and Quarantine Law of the people's Republic of China (approved by the State Council on February 10, 1989 and issued by the Ministry of health on March 6, 1989)

Chapter I General Provisions

Article 1 according to the provisions of the frontier health and Quarantine Law of the people's Republic of China (hereinafter referred to as the frontier health and Quarantine Law), we can formulate these Detailed Rules for customers to ask their customers for some questions

Article 2 in the frontier health and Quarantine Law and these rules, "inspection" refers to the medical examination and health inspection carried out by the frontier health and quarantine organ (hereinafter referred to as the health and quarantine organ)

"infected person" refers to a person who is suffering from a quarantinable infectious disease, or a person who is preliminarily diagnosed by the health and quarantine organ as having been infected with a quarantinable infectious disease or in the incubation period of a quarantinable infectious disease

"epidemic suspect" refers to a person who has been exposed to the infected environment of quarantinable infectious diseases and may spread quarantinable infectious diseases

"isolation" refers to taking infected people in designated places, restricting their activities and treating them until the risk of infectious disease transmission is eliminated

"detention for examination" refers to the detention of epidemic suspects in designated places for diagnosis and examination. "On site clinical examination" has been paid more and more attention by government departments, which means that a person goes to the nearest health and quarantine organ or other medical and health units for diagnosis and examination during the period designated by the health and quarantine organ; Or the health and quarantine organ or other medical and health units shall go to the residence of the person for diagnosis and inspection

"transportation equipment" refers to cargo containers

"sanitary treatment" refers to medical measures such as isolation, detention and on-site clinical examination, as well as sanitary measures such as disinfection, deratization and disinsectization

"infectious disease monitoring" refers to the investigation and Research on epidemiology, serology, etiology, clinical symptoms and other relevant influencing factors of specific environment and population, so as to predict the occurrence, development and prevalence of relevant infectious diseases

"health supervision" refers to the health inspection, health identification, health evaluation and sampling inspection carried out in the implementation of health regulations and health standards

"means of transportation" refers to ships, aircraft, trains and other vehicles

"border port" refers to the internationally navigable ports, airports, stations, land borders and border river crossings

when the health and quarantine organ finds a suspect of epidemic disease, it shall deal with it in accordance with the provisions of Chapter VIII of these rules. However, suspects of other diseases other than those specified in Chapter VIII may be subject to on-site clinical examination or detention for examination and other sanitary treatment that does not exceed the longest incubation period of the infectious disease from the time the person leaves the infected environment

Article 7 at the border port and on the inbound and outbound means of transportation staying at the place, all the corpses that died not due to accidental injury and the cause of death is unknown must be checked by the health and quarantine organ, and the corpse can be transported only after the "X1" instigation light is turned on for examination, and the corpse transportation permit is issued

Article 8 if a quarantinable infectious disease or a suspected quarantinable infectious disease is found on a means of transport from a domestic epidemic area, or a person dies due to an unknown cause other than accidental injury, the person in charge of the means of transport shall report to the health and quarantine office at the frontier port of arrival and accept temporary quarantine inspection

(1) order the blockade of relevant areas of land borders and border rivers

(3) prohibit some goods from being transported in or out of China

Article 10 upon arrival at the port, the carrier, agent or cargo owner must declare to the health and quarantine organ and accept health quarantine. Containers, goods, waste materials and other articles that come from epidemic areas, are contaminated by infectious diseases, and may spread quarantinable infectious diseases or rodents and vector insects related to human health are found, shall be disinfected, deratted, deinsectized or other necessary sanitary treatment. if the owner of containers, goods, waste materials and other items requires health quarantine and sanitary treatment in other places, the health quarantine can realize the continuous and adjustable speed of electromechanical rotation.
